Why Mesa Is Positioning Itself for Japan’s $550B U.S. Investment

Mesa Mayor Mark Freeman is positioning the city to compete for a share of Japan’s historic $550 billion commitment to invest in U.S. energy infrastructure, semiconductor manufacturing, critical minerals and advanced medical production.
Freeman recently traveled to Japan as part of a regional economic development mission aimed at strengthening international partnerships and attracting high-value manufacturing investment to Mesa. The effort comes as Arizona continues to emerge as a national leader in foreign direct investment and advanced industry growth.
Why Global Investment Matters to Mesa
Global investment plays a critical role in Arizona’s economy and is increasingly important to Mesa’s long-term prosperity. Foreign-owned companies currently employ more than 144,000 Arizonans and contribute billions of dollars annually to the state economy.
Over the past three years alone, Arizona has attracted more than $35 billion in new foreign direct investment, supporting thousands of high-quality jobs across emerging industries.
“Global investment isn’t just good for Arizona — it’s essential to Mesa’s economic opportunity,” Freeman said. “Our city is part of a globally competitive region that reaches into advanced manufacturing, semiconductors, biotech and clean energy.”
Mesa’s Role in Arizona’s Manufacturing Boom
Mesa has established itself as a hub for advanced manufacturing and industrial innovation, drawing expansions from companies such as Fujifilm Electronic Materials, JX Advanced Metals, Komatsu, KoMiCo, Moses Lake Industries, Pentagon Technologies and Xnrgy.
City leaders say Mesa’s success is driven by infrastructure readiness, a skilled workforce and a collaborative economic development approach that aligns public, private and educational partners.
International companies continue to choose Mesa because of its ability to support complex manufacturing operations while offering long-term stability and growth potential.
Japan’s $550 Billion Commitment to U.S. Industry
Japan’s announcement of a $550 billion investment in U.S. manufacturing and infrastructure represents one of the largest international investment commitments in recent history. The funding targets sectors already gaining momentum in Mesa, including semiconductor supply chains, clean energy systems, advanced materials and medical manufacturing.
Freeman said Mesa has spent years positioning itself to compete for investment at this scale, ensuring the city is prepared to respond as opportunities emerge.
Building Long-Term Partnerships Through Global Outreach
The Japan trade mission was led in partnership with the Arizona Commerce Authority, the Greater Phoenix Economic Council, Arizona State University and Salt River Project. The delegation focused on relationship-building with companies evaluating U.S. expansion and long-term manufacturing investment.
Freeman emphasized that foreign direct investment is built on trust and sustained engagement rather than short-term outcomes.
“This kind of investment requires partnerships that develop over time,” Freeman said. “The return will be felt for decades.”
Strengthening High-Wage Jobs and Economic Diversity
Freeman’s economic strategy centers on diversifying Mesa’s economy, expanding high-wage career opportunities and recruiting employers that strengthen the city’s tax base while benefiting the broader region.
Officials note that a single advanced manufacturer can generate hundreds of jobs and create lasting economic impact for future generations.
State leaders point to Taiwan Semiconductor Manufacturing Co.’s expansion in Arizona as a model for how international outreach can lead to transformative growth.
Positioning Mesa for the Next Generation of Manufacturing
Mesa officials say momentum is already building, with increased interest from Asia-based manufacturers and expanded direct air connections between Phoenix and Asian markets.
As global companies look to the Southwest for opportunity, Freeman said Mesa must remain proactive and competitive.
“Our city is open for business,” Freeman said. “By representing Mesa on the world stage, we’re making sure our residents benefit from the industries that will define the next generation of American manufacturing.”
